Expression of Interest (EOI): Aboriginal Artwork Commission for DWER Carnarvon Office

Overview

The Department of Water and Environmental Regulation (DWER) plays a vital role in managing Western Australia’s water resources, protecting the environment, and supporting sustainable development. In the Gascoyne region, DWER works closely with the community to ensure the sustainable use and conservation of water, a resource of deep cultural and environmental significance.

As part of their commitment to community engagement and celebrating the cultural heritage of the region, DWER is commissioning a unique Aboriginal artwork for their Carnarvon office. This artwork will serve as a centrepiece in their office, symbolising the importance of water to the Gascoyne region and honouring the stories and perspectives of its Traditional Owners. Additionally, the artwork will be reproduced on corporate merchandise and staff uniforms, further amplifying its impact and connection to the region.

The Opportunity

DWER invites Aboriginal artists to submit an Expression of Interest for this exciting opportunity. The selected artist will have creative freedom to design an original piece inspired by the cultural and environmental significance of the Gascoyne River, the meeting of river and ocean waters, and the vital importance of water to the region.

The commission includes:

  • Payment: A one-time fee of $5,000 (excluding GST). 
  • Support: Gwoonwardu Mia will provide all necessary materials for the artist to create the piece.
  • Recognition: The artwork will be prominently displayed in the DWER Carnarvon office and reproduced on corporate merchandise and staff uniforms.

This is a unique chance for an artist to showcase their work and contribute to a meaningful celebration of Aboriginal culture and connection to water.

Artwork Themes and Specifications

The artwork should reflect one or more of the following themes:

  • Aboriginal cultural stories and the significance of the Gascoyne River.
  • The meeting of river water and ocean water.
  • The importance of water as a life-giving resource in the region.

Specifications:

  • Size: Approximately 1200mm x 900mm. Final dimensions can be adjusted in consultation with the artist.
  • Medium: The artist may choose the medium and style that best reflects their vision, with materials provided by Gwoonwardu Mia.

Payment Terms and Ownership

  • Fee: The artist will receive a one-time payment of $5,000, inclusive of all reproduction rights.
  • Rights: DWER will acquire the right to reproduce the artwork for corporate merchandise and uniforms.
  • Ownership: The original artwork will remain with DWER for permanent display at their Carnarvon office.
  • Payment Method: A 50% deposit will be paid upon signing the agreement, with the remaining 50% paid upon completion and delivery of the artwork.

Selection Process

A panel consisting of:

  • Gwoonwardu Mia’s Regional Manager.
  • A representative from DWER.
  • Members of Gwoonwardu Mia’s Advisory Committee.

Submissions will be assessed based on the following criteria:

  • Artistic Merit: Originality, creativity, and alignment with the specified themes.
  • Cultural Significance: Representation of Aboriginal stories and connection to the Gascoyne region.
  • Practicality: Suitability for reproduction on corporate merchandise and uniforms.
  • Experience: Demonstrated ability to deliver quality work on time and at scale.

Submission Requirements

Artists should submit:

  • A short biography or CV, highlighting their experience and connection to Aboriginal art.
  • A concept statement explaining their inspiration and approach to the artwork.
  • Up to three examples of previous work (images or portfolio).
  • Confirmation of their availability to complete the artwork by Friday, 13 June 2025.

Terms and Conditions

  • The $5,000 payment is a one-time fee, inclusive of all rights for reproduction.
  • The artist retains moral rights to the artwork but agrees to DWER’s exclusive right to reproduce the design.
  • DWER will not alter the artwork without prior consent from the artist.
  • Late submissions will not be considered.
  • The artist must sign a formal agreement accepting these terms before starting the commission.

Timeline

  • EOI Submission Deadline: Friday, 28 February 2025
  • Artist Selection Notification: Friday, 14 March 2025
  • Artwork Completion Deadline: Friday, 13 June 2025
